On July 19, 2018 on the platform of the portal of . of ru the Belarus's first round table devoted to a problem of experiences over animals took place. Anastasia Zhavrid (the head of the center for protection of animals of "Animaleks"), Lyudmila Loginovskaya (the director of ekologo-cultural educational institution "Center of the Ethic Relation to the Nature"), the lawyer Irina Sukalo, the representative of business Nadezhda Nalivayko and also the head of the .ru portal Lyudmila Kotlobay participated in a meeting of a round table.

During the meeting participants of a round table defined the main problems which exist in Belarus in the sphere of experiences over animals, and planned further steps of their decision.

In the world there are 2 approaches to a problem of experiences over animals:

  • Traditional: over animals not to do without experiences, it is a valuable source of knowledge.
  • Modern: his supporters are sure that experiments with animals do not give reliable information as the human physiology strongly differs from animal physiology.

And if in the countries of the West there are more and more supporters of the second approach thanks to what alternatives to experiences over animals actively take root, then the situation with experiences over animals in Belarus developed sad.

First, there is no legislative base regulating carrying out the researches including experiences over animals. The only document which somehow touches upon this subject – hopelessly the outdated order of the Ministry of Health of the USSR No. 755 of 12.08.1977. There are international documents, including the European convention on protection of vertebrate animals (1986), however in Belarus they are not ratified.

Secondly, the system of use of animals in scientific and educational activity is absolutely opaque and uncontrollable to society. Nobody knows precisely in what conditions there live laboratory animals and as experiments are made (for example whether anesthesia is applied).

Thirdly, further transfer from vivariums of the "fulfilled" cats and dogs is not settled though in the international practice there are norms according to which the animals who are "written off" from laboratories can be attached in families.

In world practice experiences over animals are applied in 4 areas:

  • Testing of drugs (65% of laboratory animals are involved in this sphere).
  • Scientific research (26%).
  • Testing of cosmetics and other products (8%).
  • Education (1%).

And if in the European Union countries, for example, testing of cosmetics for animals under a ban, then in Belarus it is still carried out.

It is also necessary to understand a difference between scientific research and educational process. In a scientific experiment something new opens, and in educational process earlier the fact in evidence is only shown. More and more people around the world come to a conclusion that there is no sense to use animals only to show already known things – for this purpose alternative methods quite approach.

Nevertheless, a situation with experiences over animals changes also in Belarus. For example, many teachers and students are glad to refuse experiences over animals and welcome introduction of alternatives. However in it also the problem is: if enthusiasts leave, all practices in this sphere are lost.

A great job in the sphere of refusal of use of animals in educational activity in Belarus is done by activists of Center of the Ethic Relation to the Nature Lyudmila Loginovskaya and Tatyana Glinkina in cooperation with teachers and scientists-enthusiasts (separately T.S. Morozkin, T.V. Mishatkin and I.P. Merkulov should note) – for several previous years with the assistance of the international organizations Internich (Great Britain, Ukraine) and IAAPEA (Great Britain) educational events in HIGHER EDUCATION INSTITUTIONS of the country which promoted refusal of this practice were held.

Since 2001 in medical schools of Belarus and in MGEI of A.D. Sakharov the course "Fundamentals of Biomedical Ethics" (the truth, it is frequent as a course for choice, but not obligatory) is given, and in 2006 the National committee on bioethics was created. Also development of alternative methods of testing of cosmetics and a statement them at the legislative level is conducted. Nevertheless, the situation is still far not that from ideal, but even from a little acceptable.

During work of a round table planned the following steps on a solution with experiences over animals in Belarus:

  • Creation of the working group of number of experts and zoodefenders for development of offers on change of a situation with experiences over animals in Belarus.
  • Petition for changes in the legislation.
  • Preparation of offers for the Ministry of Health under which authority questions of experiences over animals, and National committee on bioethics are.
